StateUp is thrilled to welcome Dr. Paolo Turrini and Dr. Rehema Msulwa to the team as Affiliates, helping to bring further expertise on both Artificial Intelligence and Infrastructure and the Built Environment to the company.

An Associate Professor in Computer Science at the University of Warwick, Paolo focuses on Artificial Intelligence for social good, using game theory to design artificial agents and environments that display desirable social behaviour. His research looks at computational models of social influence and its effects on collective decisions, mechanism design for social networks, and rational decision-making in complex games. Paolo’s work has substantive real-world applications, including understanding how to engineer systems in which this social influence can yield desirable outcomes, and how decisions can best be made with incomplete information.

Rehema is a Research Associate with the University of Cambridge’s Bennett Institute. Her interests lie at the nexus of where policy meets the design and delivery of capital-intensive infrastructure projects. She is an expert in the governance of megaproject initiation, the nature and limitations of competitive tendering in public procurement, and the capabilities that firms require to create (economic and social) value in public-private relationships. Rehema has engaged with with organisations like Highways England, EDF Energy, Tideway, Heathrow, transport authorities and practitioners in India and Nigeria, and with the African Development Bank in Côte d’Ivoire to research infrastructure policy, design and delivery.
