Riley Kaminer is a Principal at StateUp, where his primary focus is the Nebula public-purpose technology intelligence ecosystem and platform. 

Riley has expertise on public-purpose tech startups, and has worked with clients including UK Parliament and CAF Development Bank of Latin America. He relishes the opportunity to help entrepreneurs, policymakers, technologists, and the general public better navigate the digital landscape. Previously, Riley worked in research and tech at Goldman Sachs, Journeyman Pictures, and R42 Group. 

Riley is also a contributing writer at Refresh Miami and South Florida Tech Hub, and has broad interests in digital innovation, public policy, and international affairs. He holds an MPhil from the University of Cambridge, with a Distinction on his dissertation about political filmmaking in Latin America. He graduated from the University of Edinburgh with an MA (Hons) First Class degree with Distinction.
